Saute the onions, garlic, and jalapenos for about 5-8 minutes, or until slightly soft.
Mix in the tandoori powder and let it cook for a few minutes.
Mix in the crumbled paneer and cook for a few minutes.
Remove from heat, and mix cilantro.
Cut each pastry sheet into 6 rectangles.
Scoop about 1/4 cup of the mixture onto one end of the rectangle.
Fold the other side of the dough on top of the mixtures. Use water on the edges to bring the sheets together. Use a fork to press the top and bottom sheets together.
Garnish with black sesame seeds.
Bake for about 14-18 minutes, or until golden brown.
